intepreter services for clients with Commercial insurance or private pay

We have some clients coming in for various things, primarily psychological testing for citizenship, and they often require an interpreter.  Most of these folks do have MA/PMAPs, but a few do not and we want to know if we are allowed to bill the client for those services. 

The DHS Provider Manual states that "Providers are responsible for providing interpreter services, at the provider's expense, for patients whose coverage does not cover interpreter services. The amount paid by MHCP may not cover the full cost of the interpreter service. Providers must bear the cost or cost-difference for providing interpreter services." I don't know if that's a state statute, but I think it means we can not.
